A Year of Impact and Innovation

To the RootedHomes Community,

As I reflect on 2023, I am filled with immense gratitude for the incredible strides that RootedHomes has achieved. This past year has been marked by significant achievements and impactful initiatives, all driven by our community and their unwavering commitment to providing affordable, sustainable homeownership opportunities to Central Oregon. At RootedHomes our results speak for themselves and our annual report highlights just that.

First, I want to thank our community of board, staff, consultants, clients, funders, and donors, who have invested their time, capital, and expertise into realizing our shared vision. A sustainable, equitable community where everyone can afford to live where they work and play. I recognize the systemic systems of oppression that make the affordable housing and real estate industry challenging for BIPOC individuals and women to push against status quo norms at both work and in first-time homeownership. These results are only thanks to the hard work and bravery of our community to seek more equitable and innovative ways of producing affordable housing. Together, we are not just building homes, but a future where everyone has the opportunity to thrive.

This year, I am honored to highlight the work of RootedHomes’ Catalina Frank and Tess Spellacy, as well as the partnerships of The Bend Chamber of Commerce and Business Oregon. These stories showcase leaders whose creativity and client-focus has set a new precedent of how people, funders, and partners can be part of the affordable housing solution. Their dedication to meeting the diverse needs of our community led us in 2023 to begin the construction of forty seven homes on the westside of Bend. Each home represents the future for a family that can now call RootedHomes their own.

As we look ahead, we remain committed to working together to raise the strong voices of Central Oregon through advocacy for equitable homeownership opportunities. Our state-level engagement in 2023 marked a significant step towards influencing policies that will benefit our community for years to come. 2023 Impacts

  • 5 net-zero energy homes completed in Bend
  • 5 new homeowners purchased their first RootedHomes home
  • 24,000 dollars leveraged by homeowners through the Individual Development Account matched funding program
  • 47 net-zero energy homes under construction in Bend
  • 141 permanent, new construction jobs created by RootedHomes

  • Language Access and Community Engagement

    In 2023, RootedHomes was funded by Oregon Housing and Community Services to increase language access of clients. RootedHomes created a dedicated Latinx Outreach Plan aimed at effectively engaging with the Latinx community, building relationships, and communicating with authenticity and cultural sensitivity. In 2023, 21% of interested home buyers who engaged with RootedHomes identified as Hispanic/Latinx. This success is attributed to our focused efforts in the following areas:

    • Increased translation efforts by offering simultaneous translation at information sessions, bilingual homeownership materials and a bilingual RootedHomes website.
    • Hosted a Credit Building Workshop for People with ITIN numbers in partnership with the Latino Community Association and Point West Credit Union.
    • Increased access for Spanish speakers by providing paper applications and feedback forms at the Latino Community Association.
    • Hosted resident-driven design sessions, surveys and quarterly homebuyer committee meetings to gather feedback for Rooted at Simpson community, the new community in Redmond on 19th Avenue and the homeownership program.
    • Joined the Oregon Housing alliance to identify opportunities to bridge the equity gap for affordable homeownership systems impacting people with ITIN numbers who live, work, and pay taxes in our community.
    • RootedHomes co-chaired the Housing Oregon Rural Policy Council to raise the voices of rural communities.

    Workforce Housing Program

    RootedHomes was the first in the nation to develop a preference point system to ensure its housing lottery was more intentional in serving those most impacted. RootedHomes provided preference to first-generation homebuyers and employees of partnering local employers. This preference resulted in selecting 71% first-generation homebuyers and 58% BIPOC homebuyers. RootedHomes’ Workforce Housing Program Partner, The Bend Chamber of Commerce’s President and CEO, Katy Brooks, shared why they invested in RootedHomes to prioritize local employees.

    Expanding Geography

    In Central Oregon, grant funding for land acquisition to build affordable housing is sparse. Through Business Oregon’s new Economic Equity Investment Program, RootedHomes was able to use grant funds to purchase land to develop a 23-home site in the City of Redmond. This marked the first of a planned expansion of RootedHomes’ geography beyond Bend throughout Central Oregon. RootedHomes expanded its footprint to more rural communities to meet its priority population where they are currently living as an anti-displacement strategy. Business Oregon also provided down-payment assistance to RootedHomes’ low-income and missing middle homebuyers. Maggie Finnerty, Entrepreneurship Strategist at Business Oregon, shares why their investment makes sense in today’s landscape.
